The Ministry of Civil Aviation (MoCA) announced on December 14 that international passengers arriving in six major cities including Mumbai and Delhi from “high-risk” countries must book RT-PCR testing in advance. New regulations will be introduced soon. It said that it will take effect on December 20.

Other airports where RT-PCR testing is mandatory are Bangalore, Chennai, Hyderabad and Kolkata.

"The Air Suvidha portal will be modified to allow passengers to compulsorily book the RT PCR test if they are from a'risky' country or have visited a'risky' country in the past 14 days. Links to the relevant airport website will be in Air Suvidha Provided on the platform, which will be shown to passengers when filling out the self-declaration form (SDF),” MoCA said.

The list of risky countries announced by the government after detecting the Omicron variant last month includes the United Kingdom and other European countries, as well as South Africa, Zimbabwe, Tanzania, Botswana, Ghana, Brazil, China, Mauritius, New Zealand, Hong Kong and Israel.

The Ministry of Aviation recommends that mandatory bookings for RT-PCR testing at all airports may be extended in the next few days. “In order to stabilize the system and ensure that passengers will not have any problems with booking, payment, etc., the first phase may be implemented in six metro cities such as Delhi, Mumbai, Kolkata, Chennai, Bangalore and Hyderabad,” it said.

MoCA has asked the Directorate General of Civil Aviation (DGCA) to issue recommendations to all airlines to check the mandatory bookings of their passengers before boarding.

However, the government clarified that even if passengers fail to book the RT-PCR test in advance, they will be allowed to board the plane.
